The best method of securing a portable GPS receiver on a motorcycle is through the use of the RAM Mount System. This system is based on 1" rubber balls fixed on the end of attachment devices and sockets that clamp on to them. The rubber balls aid in vibration isolation.
The attachment to the bars is accomplished through a stainless steel U-bolt mount. This is part number RAM-B-231 (Steel). A reasonable on-line price for this part is $13.95.

The GPS unit itself is attached with a custom cradle that is designed for each brand and model of GPS. Each custom cradle attaches to a diamond shaped base rubber ball unit. For my Garmin GPSMAP 296 the cradle is part number RAM-HOL-GA7 for $9.95. The ball unit for any cradle is part number RAM-B-238 for $7.95.

The clamping arm that connects the rubber ball on the bars with the rubber ball on the cradle is shown here. This is a 3" long arm with double sockets and is part number RAM-B-201 for $10.95.

RAM also makes this suction cup mount for attaching the GPS cradle and arm to an automobile windshield. The 3.25" suction cup is part number RAP-224-1 for $8.95. A separate additional diamond base rubber ball unit is attached here also.

The separate components shown above can also be purchased as combination kits at a savings. For example, a stainless U-bolt ball unit, double socket arm, diamond base ball unit, and GPS cradle is $37.95.
These pictures show the installation. The 12-volt power cord is plugged into the cigarette lighter socket installed on the bike.
