This is so simple you can do it while sitting at a stop light waiting for it to change. The specification is 1050 - 1150 rpm. Personally, I like it a little higher and have it set at about 1200 rpm.
Just turn the large black plastic knob until the desired idle rpm is achieved. It is attached via cable to the carburetor assembly and, as such, is a bit imprecise in feel.
